Default Do weapon skill bonuses stack?

For example, I have an ele who uses a wand with +20% Fire recharge and a Fire Symbol with +20% Fire recharge. Does that mean I get +40% Fire recharge?

In my experience, it does not seem like my spells recharge faster 40% of the time.

Yes, they stack and they're independent. Each item has a chance of halving recharge time, so you have a 4% chance of 1/4 recharge, 32% chance of 1/2 recharge, and 64% chance of full recharge.

it isnt 40% stacking exactly.
think of it as rolling a 5 sided dice, twice. if the number sayd "5' at at least 1 toss, then u get a faster recharge.

it should be between 30% and 40%
